Arnaiz draws up the urban plans for the installation of 12 photovoltaic plants in Madrid and Castilla-La Mancha

Madrid, July 23rd 2024. Arnaiz, a leading firm in urban planning and global real estate development, is working through Arnaiz Arquitectos, in the preparation and processing of five Special Infrastructure Plans (PEIs) in the Community of Madrid for the development of more than 1,000 hectares of photovoltaic plants distributed in seven parks, along with five urban planning qualifications in Castilla-La Mancha for the development of another 2,500 hectares in five parks. The construction of these 12 plants in total will mean a combined generation of 1,750 MW of electricity from renewable sources, as well as an overall investment of 1.5 billion euros.

In 2022, the firm already obtained final approval of the first PEI for the development of a 100-hectare photovoltaic plant in the municipality of Meco (Madrid), making it a pioneer in the development of this type of plan for the implementation of photovoltaic solar plants in the Community of Madrid. This photovoltaic plant, which will be operational in the next few years, will mark a turning point in the generation of clean energy in the municipality, as it will have a production capacity of 50 MW. Its design, development and implementation will involve an overall investment of 26 million euros.

Arnaiz has a long history in advising renewable energy developers.

The processing of these EIPs reinforces Arnaiz’s long track record in this field and continues its work advising developers of renewable energy projects on urban planning. ‘We are pioneers in providing urban planning solutions for large photovoltaic projects, as we began to develop projects in this area at a time when this type of use was not even contemplated in urban plans, so there was a strong need for legal assurance for operators’, explains Arnaiz’s Director of Urban Planning and Legal Consultancy, Silvia Rodríguez.

An example of this is ‘Mula 0’, currently called ‘Central Solar Fotovoltáica’, the largest photovoltaic solar plant in Europe, located in the municipality of Mula (Murcia). An action that Arnaiz made visible from an urban planning point of view and to which it provided support in 2015 to obtain the authorisations for its start-up. With a total area of over 1,000 hectares and a capacity of almost 500 MW, this plant was a milestone in the region and demonstrated Arnaiz’s capability to lead large-scale projects, one of the 20 largest in the world in the field of photovoltaic solar energy.

In the same municipality of Mula, Arnaiz has recently worked on a new project geared towards the installation of three more solar photovoltaic plants. These new facilities, called ‘PSF Mula II’, ‘PSF Mula III’ and ‘PSF Murcia 1’, will cover an area of 775 hectares, have a combined capacity of 300 MW and represent an investment of 200 million euros.
